There's an interesting article on eWeek that points out how the elections are used to announce new shifts in technology, and how cloud computing in general and Windows Azure in particular, meet the standards to host classified information of all sorts.

MS reps claim that Azure can meet the classified requirements set by the US government. The argument raised is that cloud operating systems are more closed and therefore secure, and also because vendors are able to attract a highly qualified workforce that will then create a more secure system

The article also brings out a major issue with cloud systems: bandwith.
